The average annual fee each student must pay for fee income to cover the year’s costs, allowing for the share of fees that is never collected.

Why does collection change the answer so much?

Because uncollected fees still leave the costs to pay. Improving collection is often faster than raising fees.

Are grants and donations included?

No. Fee income is the only income counted; add other income by lowering the relevant costs if you prefer.

Is one-time spending included?

No. New buildings or buses are capital spending and are left out of running cost.
